Fiscal Year 2020 Annual Service Plan Public Hearings

The Southeastern Pennsylvania Transportation Authority (SEPTA) will conduct public hearings regarding the proposed Fiscal Year 2020 Annual Service Plan.

The proposed Annual Service Plan includes changes to SEPTA's Service Standards and Process. It also includes making permanent the changes that are operating under Experimental Order on the following SEPTA Routes: 40, 73, 104 and 131.

Implementation of the proposed changes to Service Standards and Process, as well as recommended projects will proceed pending the outcome of the public hearing process, SEPTA Board approval, and available funding.

Listed below are the projects and descriptions included in SEPTA's FY 2020 Annual Service Plan.

The Service Standards and Process document acts as a guidebook for how the agency develops routing, scheduling and network changes. Revisions for Surface Transportation, including new performance metrics, a modified route classification system, and network design standards, are proposed. Minor changes to the Regional Rail standards are proposed. The proposed document and further explanatory details are found at www.septa.org/service-standards.

Route 40

A change to the alternate routing utilizing Pine Street during times when South Street is congested. Also discontinuance of a portion of the base route to private property near the intersection of Front & Lombard Streets, which was approved but never implemented.

Route 73

A change to the routing to enter the Shoppes at Wissinoming Shopping Center during business hours for improved access to a full service supermarket.

Route 104

A change to the end of line at West Chester University is proposed to address a University proposal to close a street at the previous end of line at Church Street and University Avenue. The new end of line would keep buses on High Street to and from the Swope Performing Arts Center.

Route 131

The change added service to a portion of Egypt Road and Shannondell Boulevard to improve service to the Audubon Village Shopping Center and Shannondell at Valley Forge.

A copy of the proposed Fiscal Year 2020 Annual Service Plan, the Service Standards and Process and associated tariffs, which provide a detailed description of the proposed changes, is available for inspection at SEPTA's Customer Service Office, 1234 Market Street, Lobby, Philadelphia, PA 19107.

A copy of the above notice and tariffs is also available to be heard at the offices of the Associated Services for the Blind, 919 Walnut Street, Philadelphia, PA 19107.

If you cannot attend the public hearings but wish to enter your comments, written comments will be entered into the record and be afforded the same consideration as if you attended and testified at the public hearings.
